Teemo has a higher win rate than Hecarim. Guess who is nerfed?

Teemo players also have on average about three times as much experience as Hecarim players in both of Hec's common roles, and doesn't have nearly as high of a win rate when comparing people with 125+ games (which a fifth of all Teemo players are).

I mean, I never found Hecarim particularly OP (but then I can't recall the last time I saw that guy and I wasn't the one playing him), but comparing just the win rates does nothing to prove your point.
