Ain't Redemption a bit overpowered?

item 3107 Unique: Target an area within 5500 range. After 2.5 second, call down a beam of light to heal allies for 150 - 490 (based on target's level), deals **10% of maximum health true damage **to enemy champions and 250 true damage to minions (120 second cooldown). Can be used while dead.

Doesn't anyone think this active is a bit overpowered? The healing is quite alot for Area of Effect ability and on top of that it deals true damage as Area of Effect?

item 3153 Unique: Deals 10**% of target champion's maximum Health (min 100) as physical damage**, heals for the same amount, and steals 25% of the target's movement speed for 3 seconds. (**550 range **and 90 second cooldown)

Remember how people complained about BortK active that used to steal 10% target max health on a single target active as true damage which became physical damage? And now we got AoE item that does AoE Healing and AoE True Damage? So why is BortK considered Overpowered but Redemption is not? Why BortK deals physical damage but not true damage? is 10% target max health true damage as single target active on 90 seconds cooldown too much but but AoE on Redemption is OK.... Really? Redemption Active - 5500 range BortK - 550 range Oh and the Redemption Active can farm minions too. Good. Is there even any reason behind that?

It is one of the many hideously broken additions of the new patch and one that makes me the most sad. I've been going on for years about hating the mandatory aura stats item purchase and in the patch that it gets removed they add this and the totally balanced 600 hp locket shield. Wew.

%health true damage in an actual item should not be a thing..especially if its AOE srsly wtf who thought this was a good idea giving supports kill pressure
