how the fuck is she even remotely good? her abilities have next to no AP scaling, is there a way to refund champs from chests?

She doesn't need high AP scaling because she is better played as a tank. She has amazing engage, hard to beat tower diving potential, and percent health damage to make up for her low AP scaling.

Her kit is pretty massive actually. The only reason she is not in a great spot right now is because other stuff is broken and people spam the broken stuff in hopes for freelo.

Well damn, all I could find was AP builds, literally couldn't find even one tank build

Yea, don't use AP builds. AP elise brings nothing to the table. CDR and tank is what makes her good. You aren't meant to burst people. If you want damage on her you build penetration. Since sshe is meant to be a tank Liandrys is good for this. It gives the penetration + the tank stats.

Probably do a similar build as Gragas. Get Runic Echoes, then rush DMP & other HP items.

Her movement speed is seriously abysmal due to being 325 base & adding only 25 in Spider form, plus adds some form of damage to some of her abilities, otherwise if not built, her Human W looks as useless as AD TF's Q.
