Is a tower rework too drastic for mid-season?

I'm sure Riot wants to do a rework on towers again, but would major changes to them be too drastic for a mid-season change? They already said rune/mastery changes can't be mid-season, but are towers in the same category?

All towers need is pen. The damage would honestly be significant late game if they didn't wind up reduced to 1/3 damage.
