Pick team order in ranked 5's

Why can we not pick our teams order in ranked 5's? Extremely annoying when no one else on my team has every champ for counter picks and trading. So i always seem to end up second pick top laner and get countered. Why is this not determined by lobby order? Or give the lobby leader ability to set the order.

I guess the other option is give everyone on my team every champion, but i don't see that happening.
