my friend said he keeps getting silver 3s on the enemy team and on his team playing with diamond 2s.

they arent even smurfs just matched up with people 3 tiers above them.

That looks pretty balanced. Most D5s, especially with 0LP, ,usually have low plat MMR. Most G1-G2s have low plat MMR as well. Don't see a problem.

these are gold 5s. the game before that the enemy team had a silver 3 adc lol . he played with 4 diamond 2s and the rest d5s and plat 1s.

Its preseason every preseason (since season 5 I believe) has you start from bottom tier and give yourself a chance to carry from low tier to higher tier. This a method to attempt to bump down those who 'bought' carries from other high ranking members to say they got "X" rank. Because in theory if you were really meant to be in 'X' rank you'd display the skills according to Riot. But, then you have the people that DO and they get trolled in ranked (because press fill gives you support half the time the other half is generally unknown) and end up there and climb out or stay there.
