Armor pen cap

Wtf just put in an armor pen cap and the balance issues are solved. There are cool down caps so why not armor pen caps?

I like how I can out think your entire balance team in seconds. Mere seconds.

Because clearly CDs and resistances are the same thing.

Cooldown reduction becomes more powerful the more of it you have, in extremely huge ways. 50% cooldown reduction, your spells are up twice as much, so 2x damage. 75% cooldown reduction, 4x damage. 87.5% cooldown reduction, 8x. And on until you reach theoretically infinite damage at 100%. If you don't understand how that's broken, look at Karthus, or Ashe, or Gangplank, or Soraka. They could have 100% uptime on all their abilities, which makes the limiting factor not "how much damage I do, is this a good time to use this" but "how fast can I press all my buttons".

Armor penetration on the other hand is both WAY less common (brutalizer, Warrior enchantment, Black Cleaver, Youmuu's, Last Whisper) and does not scale damage anywhere near cooldown reduction's values. If you have 50 armor and I have 30 penetration, I do 83.33% of the damage I normally would. If I have 50 armor penetration, I do 100% of my damage; true damage basically. If I have 1000 armor penetration, I still do 100% of my damage, since penetration does not help after their armor is effectively zero (reduction would help, but since all reductions take place before penetration and there's only 4 flat reductions in the game (corki, nasus, rammus, and taric) it's moot).
