make his shurikens disappear after 2/3/3/4/4 units hit for each rank and add an additional second of delay on his ult before he reappears, this way he has to choose between harass or to waveclear and also his ult would give you more time to reposition yourself.

or change q cd to 13 sec flat each rank and have his E reduce it by 2.5 seconds

in teamfights it would be much harder for him to pick u off since you'll have more time to move closer to tanks the nerfs currently aren't enough and zed will still continue to be strong if he can outlane pretty much every mid
