So I'm going to guess Riot deems Gangplank a healthy and interactive champion? The same champion that lanes through spamming a Pantheon spear-like point and click getting rewarded gold and consumables for it while forcing an unwinnable shitty minigame on you (often in front of his tower) so you can't properly CS while he also scales to become among the strongest champions in the game?
