RIOTs lack of understanding Garen is scathingly inept.

So the buffs on the PBE have been reverted. Probably because Garen saw an uptake in playrate.

Here's some thoughts.

Reduce the passive regen, make it perpetual so no damage effects it till 11. Garens biggest flaw is he has no lane influence. This will help counter that

11 passive stays the same.

Q buff or E buff but make a choice. Garen needs some form of buff. Reduce W that's fine.

OR

Make his W like it was pre juggernaut but reduce E damage to compensate. So a skilled Garen can still Q and e away but an bronze or below spins and ends up dying .....
