Do Hextech weapons feel like noob traps? (gunblade Excluded)

I don't see them built on many people and they seem to be the same as just building beefy. I am interested to see how pros handle the new builds over an extended period of time. Good experiment. It doesn't seem to be worth the build path and the slow to full build.
