It has long bothered me that 
, while having great mobility out of combat, has the worst movement speed of tier 2 boots while in combat (+25 versus most tier 2 boots +45). When one chooses to use , one is already giving up a lot of great stats -- +25 MR and Tenacity, 15% CDR, 25% attack speed boots, etc. It doesn't seem like one should also lose mobility in combat. Riot, could you change to have +45 movement speed while in combat?
Mobility boots are ment for roaming not for endlealy outrunning everyone always

Mobis used to give 45 movespeed in combat, but riot changed them to what they are now, reason being that they are the cheapest boots and give crazy roaming power for junglers, supports, and some mid-laners. It might not seem like that much, but they genuinely do let you cross the map crazy fast, which is incredibly powerful on a lot of early-game playmakers.
35 maybe. But putting them on par with other boots is just too powerful.
