any champion can build tank/bruiser with this and still do a good amount of damage because its damage is too high what should happen is it should scale with ad and have no base damage because this is getting ridiculous with all the tank/bruiser builds and if this happened it shouldnt affect champions who build ad.

With no base damage?
I mean, sure, maybe? But on anyone who stacks AD it would get absurd in a hurry.
There are very few items that provide both heavy AD and heavy attack speed. Yomama's Ghostblade is the only solid example, and its IAS is an active. This would make it awkward or (more likely) overpowered on AD stackers.
Also: the whole point of the Keystone is to be used by champs who don't care much about AD/AP. Otherwise they would be using Thunderlord's or Deathfire instead.

the only way to fix frevor is to actually make it a meh key stone. like it used to be before the unnecesary multiple buff
