Hextech Rocket Belt

If the dash on it ends up being too overpowered, can we try turning it into Netherstride Grimoire instead? There was nothing more fun than just dropping E on a minion wave and being 20% faster for basically the rest of the game. I'd take that over with a 30 second CD dash any day.
