AD Kog'Maw doesn't need any buffs right now as he is sitting pretty as the highest winrate marksman in the game and has a positive match up into any other botlane champion (excluding Sona).

A change like this would also make AP Kog'Maw even weaker than it currently is.

This is true but note he still has great matchups across the board his winrate going up to almost 56% in the bot lane is insane along with it again he is doing well in the bot lane against every standard bot champion with exception to Sona. Buffing the champion who currently holds the highest winrate in a role is overkill and would result in him getting nerfed likely more than what buffs he got.

This has happened in the past when 5.0 Kog was a thing and his %ATK speed shifted to W from Q resulting in the %ATK speed to flat out be removed.
