It's not broken. Well, it is in lower elo where no one knows about counterplay. Someone picks a Devourer jungler, this is what you do.
- Pick any jungler with a decent early game. (Lee Sin, Elise, Xin Zhao, etc.) Have your team pick lane champs that scale well into the mid/late game, like Corki, Jinx, Gnar, Ekko, etc.)
- After your first camp (start top as most junglers start bottom side, throw a ward down to be sure) invade the enemy jungle and take a buff. If you run into them, fight them, as most Devourer junglers have incredibly bad early game.
- Pick a lane and camp, get them and yourself fed.
- Continue counter-jungling, get Scuttle + Dragon to deny stacks.
The only thing that can get a Devourer jungler stacks now is a lane is feeding. Which in all honesty, isn't that hard to not do. There you go, how to beat a Devourer jungler. Don't let them scale, punish their lanes early, and try to get your lanes fed to further outscale the enemy jungle.
Adapt your playstyle to the enemy weaknesses, not to your strengths. A lot of champions are very flexible on how they can handle various team comps.
