Why is executioner's calling still in the game?

No one buys it. So whatever value it has, its passive isn't good enough to justify an item spot.

I think it'd be pretty cool if it built out of a BF sword and a vamp scepter: then you'd have an item which stole health and slowed down the other guy's ability to do the same. 80 AD 10% Life steal Auto attacks apply GW for 2 seconds (1.5 if ranged)

Or riot could make it a BF sword and cloak of agility item that's meant to be an option for IE users. 80 AD 35% crit Auto attacks apply GW for 2 seconds (1.5 if ranged)

Or just built it out of and let it be every ADC's first buy.

Maybe the solution isn't to make GW on an item literally every adc wants to buy?

Also, adding sustain to the anti-sustain item is bad. You're both making the other champs unable to heal as much WHILE healing more yourself, which leads to a pretty snowbally situation if you get this item first.

Executioner's Calling is actually quite good when dueling another adc. It would probably be good on some auto attack based melee to cut sustain in duels as well. Also, it would still allow adc to cut sustain of a melee who is attacking other melee making them easier to kill. Consider champions with excessive lifesteal.
