Make her heal a skill shot (think Brand's sear) and if she misses, slow her by 50%, remove her current silence for the old single target one, and make her ultimate have a channel like Karthus and his ultimate.

Soraka's getting reworked soon anyway. This is just what I find should be a cool idea onto the rework.

"reworked soon" no she is not, Riot hasn't even mentioned Soraka in months. You want her heal to become a skillshot? siure she will heal 99% of the max HP of the ally he hits! want to remove the silence? she will now gain a 5 second stun on a 3 second CD that cost no mana whatsoever and is bigger than Veigar's own stun and is not limited to just the walls but the entire thing!
I find those to be cool ideas to be put into the rework that is not going to happen!
