Is Riven naturally tanky?

I was just against a Riven who had for the longest time, just Merc's treads (she was at 73 MR with it), and when I'd go to burst her as Veigar with 892 AP, she would still live with like 10% of her HP left, even after ult, what the hell is with her MR scaling?

She builds cleaver and has a huge shield. And you probably missed something.

Riven is so squishy it's hilarious. >< Don't forget to take into account Death's dance as it gives her time to shield more damage than normal.
