have a 60 second rank 3 ultimate. preferably 100/80/60, that way he can use his only skill moreso in the team setting instead of just being kite/cc bait.

his ultimate is the only thing he has going for him, he desperately needs it to accomplish something for the team, it would just really help him a ton if he could keep up with warwicks (110/100/70)

this way skarner would have his ultimate up much like warwick does, as he needs it. (only difference being that skarner needs to still get in close to use it)

Only LCS big play champs like Ahri LeeSin Yasuo get play making ults on short cooldowns.

Unpopular champions just get a big bowl of Urgot Poppy
