So he isn't a tank buster? he counters tanks because he will deal more damage to your squishies if you have more hp, as he deals damage to your team depending on YOUR hp

but brand won't bust a tank in any way 12-15% delayed max hp damage won't make him killing a tank

at least MM made sense and was pretty damn neutral most of the time even tho he spammed too many morde threads lol.

Because raw numbers from items and base damages are all that are needed to be a "squishie instagibber", which literally any champion can do if given items or high raw numbers.

"tank busters" ( Fiora Vayne KogMaw ) have special %health or some other sort of damage as part of their kit that favors damaging tankier people more than squishies, but it doesn't matter because base damages and bonus item damages are always enough to instagib any squishy regardless.

I wouldn't call a "tank buster" though because his only redeeming sort of damage to tanks would be his passive which just simply fails in the "strength" department because the numbers aren't there. It's more of an added damage to ensure he can kill squishies while also being a slight threat to anyone with resistances, as he is a very aoe/teamfight orientated champion.

You might be asking, "what are the tradeoffs for being a tank buster?", which tends to vary from buster-to-buster. Vayne lacks in teamfighting potential in favor for her more duelist/tank-buster kit. Kog-Maw lacks any form of mobility and cc in favor of his incredible damage output to anyone (one at a time). Fiora...well she's kind of a problem-child but her general idea was to be more 1v1 focused (like Vayne) without being able to provide as much to a teamfight like a tank would be able to with loads of cc, but her ultimate kind of contradicts that so idk shrugs

that's the general explanation though, hope it helped
