Why are Tahm Kench's passive stacks fading after FIVE SECONDS?

Tahm kench's passive takes forever to fade - in fact, it takes longer to fade than his Q takes to cool down at 0% cdr. He has no counterplay to melee champions whatsoever and most ranged champions and mages can't even leave their turret against him, as his Q slow duration is so low they die if they get hit once.
