Please correct me if I am wrong

But my basic understanding of champion power levels is that they are good in two phases of the game (often heavily spiking in one) and bad in one phase. Like how Pantheon is good early and mid (better early) and falls off late, or how Caitlyn has a strong early and late but terrible middle.

That's the general take on it, right?

There are champions that beat this rule. If I am not mistaken, Riven and Draven are such. If they get a lead and keep it, they're going to be powerful all stages of the game, but if you deny them, they're going to be bad at all stages. I think is the trade off.
