Riot not enforcing a meta is one of the primary reasons why support Lulu will never be buffed.

Riot won't buff support Lulu since then they have to deal with solo lane Lulu being cancer and ruining whichever lane she occupies but since they refuse to just dedicate her to the support role for all of those "xD Lulu! solo lane is fun and health and and I love it! Also her name should be spelled Lulu! since she's always happy!!" people, Lulu will never see buffs to her supporting power.

tl;dr champions being played in roles they were not meant to and being cancer while Riot refuses to pigeonhole them into their intended role is why certain things will remain bad

Annie was built to be an AP mage who would always go mid, but nowadays people play her support.

Zyra was fully intended for mid-lane until she got her first nerf, to which now she's almost exclusively a support mage.

Morgana was branded a support mage, but she did so well in mid that she stayed there for a while, and now she's back.

Orianna is the reverse of Annie.

... Look my point is that ultimately, it doesn't matter what the original designers do. The Meta is constructed by the players, and once someone figures out better alternatives as to the way a champ is played, they'll follow through with that playstyle regardless of what they are intended to be. That's why Riot doesn't "enforce" the meta, but rather adapt to what players are looking for in champions given current trends.

Honestly i really miss Lulu. As for the guy stating that she should be removed for having too much peel, may i state a familiar champion that never left the professional scene for a pretty obvious reasoning? Thresh But Thresh was not played in the top lane. I suppose this post has a very clear point, and i hate to agree but i also hate to see Lulu dead in a coffin, i don't think Thresh would be nerfed for being played in the top lane however.
