A utility mage with what is essentially a permaslow with no items and two forms of AoE CC shouldn't be bursting you.
Also the Q through minions does crazy damage in lane but she's supposed to be a utility mage while bursting a single target.

It only does 0/25/50 more than Ori's ult
So if they are going to lower Liss ult damage they should lower Ori's too

Both of them are pretty OP.
Lissandra shouldn't be insta-bursting somebody, Ori shouldn't be insta-bursting teams.
Also Liss's ult is AoE, it just only slows instead of stunning.
Narasimha1 votesAt max rank, her ult has a base of 350 and a .7 AP scaling. Annie does more as an AOE. So does Lux. So do many others. Hell, it has the exact same damage and scaling as Zyra, another utility mage. She's literally quite fine where she is, with the possible note that her passive needs some looking on.

You can't compare Liss to Lux or Annie because Liss's role is designed to be a utility mage with some damage when in reality her damage is extremely high.
Zyra's a strange case and her utility's far worse than Lissandra while also not having the same ease of execution.
Also saying not to stand anywhere near minions isn't fair to say if I'm playing a melee champion since Liss can also position in such a way to throw the Q at me and hit through minions.

I think it's been agreed upon that laning as melee against liss is torment.
but no, I don't think a mage that relies on multi-rotation of a single spell deals "extremely high damage" unless Liss is snowballing well ahead.
