Why do I hover near D3 and still regularly play with low Plats and D5s?

Because there is such a low percentage of people playing at your elo that you would have to wait for 15 minutes to find a game of all D4-D2. That's just my guess.

It's just D4, there should be more people around this range instead of the people I play with every day.

You're D4 lol, I dont see why it wouldn't match you up with D5.

Also, I guess Plat 2 is low plat these days.
