If Soraka is on the opposite team, your team is literally stuck with 2 supports, the original support and the ADC since soraka's heals turn him/her useless. http://i.imgur.com/KMrmGI1.jpg This champ with no weaknesses with high rewards is breaking the game's balance.
Fear the Harvest5 votesPerhaps because she has to give up 10% OF HER MAXIMUM HEALTH every time she uses her basic heal regardless of its level? And then the only way to get a portion of that health back is to hit a slow moving AOE that is the textbook definition of easy to avoid.
Edit: Oh right and because nobody in this game ever builds

I wish i still had my video of me being a life steal crit Kled(with mortal reminder) 1v1'ing a Rengar, i was way more fed then him, my 4th auto is going down as he has almost no health and she proceeds to heal him back up to full hp, even through my damage. I cried.

Requiemsfire1 votesWell they are useful to an extent and do cause an impact but I find it difficult to argue that it actually counters Soraka because her healing is really high. Giving up 10% of her health is a cost, but generally Soraka wants health regen when she builds items hence why she builds talisman.
The only real counter to a Soraka is to actually focusing Soraka because she makes it impossible to trade due to the overbearing nature of her healing with. Granted her team aren't being outright curb stomped, she makes sieging useless and her team will outlast anyone in a war of attrition.
Requiemsfire2 votesBecause the concept of a champion the revolves solely around healing and specialising in it is a concept that can not be healthy for the game because if her healing doesn't save someone then it is effectively useless and makes them redundant because the healing isn't effective enough, however if it is effective enough then it makes them overbearing in that her entire kit renders smarts plays, and trades meaningless. Her numbers might be >balanced< but her kit as a whole is broken.
In my own opinion 
has by far the most balanced form of team healing in the game.
Mistress Shyvana1 votesIts hard to balance her because shes either super oppressive and out healing way to much damage, or shes useless and she might as well be a minion throwing health pots at champions. Hard situation balance wise.
