Is Kayn passive heal supposed to heal 100%

Because it just did in my last game. I was 2v2 vs him and got him to 10% then he ult's me with that weird zed like thing he does. When he came out he had full health. Why is that even a thing?

in his Red form he heals himself with his Ult in addition to his passive.

Because they told that Aatrox would be toxic, if they allow him to be strong and then released a version with a dash and walking through walls just to troll us.
