Since when was he op? Every time I’ve played him everyone says he’s OP, his damage is abysmal by late game, and he’s slow as hell (might actually be the slowest champ in the game if we exclude Kled without Skaarl)

He's too strong as a hook support. Not enough risk when going for the walk up and hook. Like Pyke, but his shield gets him out instead of a dash.
He's been op for a while. As in, a LONG while, and people didn't catch onto that until recently. Now, I'm fine with a champ brining a lot of cc to the table, but what I'm not fine with is that the majority of his cc is point-and-click. That makes it nearly impossible to outplay him.
It's not the damage which makes him over powered he's just essentially a better version of Leona because he's pretty difficult to kill during laning phase and his ultimate is a point and click - unlike Leona's which you can miss

Thresh, he's a cc king much like naut, but he's fair because he can outplay you, but you can also outplay him, blitz is an all or nothing champ, meaning you have you land your Q on the right target if you're going to have success with him, which is often easier said than done. Pyke, well... I can't say that champ is fair, pyke is busted and should never have been added to the game. And speaking of busted, naut is nearly impossible to outplay because almost all of his cc is point and click. Bottom line, the only hook support that I can call "balanced" is thresh. Meanwhile blitz is unreliable, and pyke and naut are just broken.
