Should Soraka's ultimate be reworked to a heal-over-time?

Soraka's kit has to be held back a lot because of her ultimate's potency. Global burst healing is always going to be problematic, but what if the "burst" part of the healing weren't there? What if Soraka's Wish healed all allies over 2-3 seconds instead of instantly?

Not saying that Riot should go specifically with this, but it's just something to discuss.

I would like the dot effect, if more champions had slower damage. Unfortunatly league is a high burst game with little use for slower healing.
