Here's a couple of things to note:

  1. Blue ezreal has very specific power spikes. He will be FAR weaker than most ADCs on his first back when he buys Tear, but then will get a burst of power when he buys sheen. Learn his power spikes and play around them.
  2. The entirety of the champion is reliant upon landing a single target, narrow skill shot. Dodge that sucker and you're good to go.
  3. Blue Ezreal doesn't build sustain until much, much later than most adc builds. Punish that by shoving him out of the lane.
  4. Soraka makes pretty much everything an unbeatable bot lane if she plays correctly. That has nothing to do with ezreal.
  5. What Ezreal has in safety and poke, he lacks in raw dps. Carries like jinx, trist, vayne, lucian, MF and graves WILL outdamage him. They are just also more vulnerable, and need a strong frontline. In soloqueue where people couldn't care less about team comp, that tends not to happen.

Blue Ezreal excels at:

  1. Kiting
  2. Poking
  3. positioning
  4. long, drawn out teamfights
  5. Dueling in open spaces

Blue Ezreal is countered by:

  1. Excessive waveclear (he has no waveclear out of his ult. This is a significant weakness. Iceborn is NOT good waveclear whatsoever)
  2. Hard-Engage. Deciding teamfights quickly renders blue ezreal innert
  3. Early-Game power.
  4. Burst
  5. Magic damage (the blue build includes armor, which makes him deceptively more tanky than you would expect)
  6. Point and Click CC

Ezreal is sitting at about a 51% win ratio, which spiked from 49% last patch. That is perfectly within normal parameters. He occupies a unique niche in the ADC world, and is frustrating to play against only if you lose patience or play poorly. To a well-oiled team, he will appear much less powerful than a traditional ADC because his strength lies in his self-reliance. He is a different type of ADC when built Blue; learn to respect that and you won't have any issues. I personally think the diversity he brings to the table should be respected; there is clear, defined counterplay to everything he does, and from a power perspective, it isn't too strong.

You could also just rush an Iceborn and have an infinite source of engage and disengage so you win anyway, but maybe that's just me

Iceborn gives a 30% slow for a MAX of 2 seconds, more likely 1 or 1.5 seconds, and you're paying 2700 gold for almost no offensive stats, save the actual damage proc on the iceborn. Not to mention, the zone is almost never big enough to hit multiple targets, and relies on you landing a skill shot. Yes, it makes him more slippery. No, it does not constitute as "an infinite source of engage and disengage". And you're giving up one of your valuable item slots in order to do so.

Also, every adc can do virtually the same thing by buying a frozen mallet and getting a 1.5 second 30% slow on every attack. Ezreal just excells due to the fact that his mystic shot is long ranged.

Right, which is why no ADC's buy Frozen Mallet and Ezreal reliably buys Iceborn, not to mention if you miss the skillshot you can still proc it with the auto

ezreal buys iceborn to constitute a Blue Build which emphasizes mystic shot damage and poke in exchange for sustained damage. Other ADCs dont buy frozen mallet because of the sheer fact that 1) they're almost always given red, 2) most ADC already have a slow and 3) they traditionally build straight damage with no mind for utility. Again, it's generally the team's role to slow and cc. Ezreal is a good choice when the team is unable to do that. Another example of this is Ashe: her Volley is arguably more reliant on delivering a slow in much easier parameters, and her engage is actually pretty strong.

Then you realize he can't even scratch most tanks while a Jinx or Vayne vaporizes your frontline.

^ somewhat true. I feel like he can still do decent damage to tanks. not as much as say vayne defintiely. or jinx because of their passives. shredders. but hes good against squishies.
