How is pick order decided?

I've decided to start keeping count and the past 10 games or so I've ended up first or second rotation in lobby. How does this get decided? I personally prefer later picks to react, and I do appreciate the chance to practice picking blind, but I still want the opportunity to react to picks now and again.
