GOTU is definately a good keystone on tanks and frontline champions, but that post's overrating it a little imho.
The current meta is placing a great deal of emphasis on early all ins - GOTU scales better into late game especially on people building tanky/ a lot of HP. I guess it's dependent on the champion taken, how you're building them, the matchup, and both team comps. I just don't see too many 'extended brawls' in top lane these days, mostly quick ganks (where someone either escapes or dies), or quick all ins. There's so much hyper DPS in the current meta that I can't honestly see GOTU being all that efficient (compared to alternatives) except on HP heavy tank champions.
We're talking most of the game quick fights that are over in a few seconds, where a player is not, in a damage role, going have the time to worry about standing and proccing their GOTU for a small percentage of their max hp while 2 assassins are nuking them down. Most of their points, runes, and items should be going into damage to carry their role out as efficiently as possible, and of course some survivability where necessary.
When a carry is putting more into survivability and less into damage, they're not doing their job imho.
