Is Taliyah nerf even needed?

No I am NOT a Taliyah main so don't call me out on this, I just wonder if this Taliyah nerf will actually balance her or just gut her to being on release bad again, I mean, she's probably THE MOST underpowered champ on release, and kit wise as well, her Q is her main form of damage and her passive and ult are both utility, neither actually help turn the tide of a teamfight like most other passives and ults do.

Elaborate then, her winrate was about 38-40% on release, hell she was almost never banned.

her q if you don't have an adaptive helm has very deceptive amounts of damage so that might be another reason for the nerf

Doesn't exactly make sense tho, I mean as I stated, it's her main damage source, so should Nasus' Q be nerfed because it does absurd amounts late game?
