Give ghostblade 30 armor pen rather than 20, to make up for the loss of flat armor pen on BC
move the crit chance to the active to keep the overall cost the same.

It's not gold efficient without the active, and it still wouldn't be with 10 more apen.
ModAcademy Kayn1 votesThat is way too much Armor Pen. Too get the same amount in Magic Pen you'd need to buy at least two items.
They'll find something new to throw flat Armor Pen eventually. Just give it time.
