@riot question about the pbe nocturne buff
Does he gain movement speed on enemy he inflicted or on allies champion like shaco and Fiddlesticks?

In case Riot doesn't answer, we'll probably know by the next PBE patch. Supposedly only the tooltip has been changed, and functionality isn't there yet.
Though I assume given the wording of the tool-tip it will likely work on allied fears as all. It would fit in with his theme as well.
P.S. I am glad they are doing this it's a very cool thematic buff.
