Terrible lag every game, I can't even play anymore. We could really use an East server, because the West server is clearly not working for us. Or any fix, but it should be a high priority for Riot. Most games I play with other Eastern players have the same problem.

Sailor Mint2 votesPhase 2 fixed the issue for a large number of East Coast players. If your ISP isn't partnered with Riot you may want to bitch at them or switch to a partnered ISP (if possible). Else you'll have to wait until Phase 3 (server move).
My ping went from 100-120 to a stable ~80.

This right here is exactly what happened to me. I was sitting in the 110-130 range and now it takes me running a stream, music, and my girlfriend doing other stuff on her computer in order to get my ping to go above 83.
