What is the point of lower level runes?

I'm very confused as to what the point of lower tier runes is in the game. If most of the rune slots in the page are locked up until a certain level, what is the point of buying tier 1 runes, if you should be buying tier 3 runes anyways. Making Tier 1 runes available to lower level people is completely pointless if most of the rune page will be locked anyways. By the time you actually do unlock the full potential of the rune page, you should be buying Tier 3 runes, which makes Tier 1 and 2 somewhat pointless to buy.

They cost almost nothing so you can make new player rune mistakes that you regret later but ended up costing you very little.

So like when you were level 10 or whatever you bought a couple mana regen runes because you were running out of mana with Annie and thought they would help but by the time you get to tier 2 level you've figured out how to manage mana with Annie so you know better than to buy tier 2 mana regen runes and instead buy an Armor quint because armor is good right? And by the time you get to tier three hopefully you're experienced enough that you won't spend tons of IP on useless runes and instead buy the the discounted tier 3 starters.

So basically they are cheap and let you make mistakes as you learn without punishing you for 100 games worth of IP.

Even then if they cost nothing, it's pointless to even have. It's basically an IP sink that serves no purpose. Level restrictions basically make these runes pointless to have. In reality there should be no restrictions on runes in general so people who have studied the game before playing can be ready to play ranked with a proper Tier 3 rune set when hitting level 30

Most of them are a trap.

The exception being armor seals, which you need in order to jungle safely as anyone besides Fiddlesticks Warwick Aatrox Nunu .

Even then, it kindof sucks.

Dont buy them.

I think they should function similar to items in league, you can buy tier 1runes (say flat ad) then you can convert them into tier 2 and 3 for the difference in price. Then people can use them at lower levels and don't got to waste.

That was rune combiners job.

I think it was deleted some time ago.

Rune combiner could have been the BEST IP sink. Just image if you could gain level 4 runes only trough rune combiner. Not that they'd be super strong.
