She has high cooldowns, back off when she uses her Q. After her burst combo she's easy to take down if you can kill her in less than 11 seconds
Solution:
Step one: pick 
Step two: survive long enough to have 
and 
Step three: make her suffer

people cry about leblanc like clockwork man. she's fine. if you don't know by now when she's going to 100-0 you, and what to counterpick/counterbuild her with, it's your own damn fault for losing to her. protip
leblancs level 1 is so shit you can most likely harass her out of early, get a level lead, and then stomp her when she runs back
it's just a dumb champion design. very high base damage, very low cooldowns eventually. very good scaling.
the passive is just dumb also. it's too forgiving for all that she has. because if 1 time she gets CCed on time and caught, then that stupid passive which is on like.. 40 seconds cooldown, gets activated and 50% of the time she will run away, though end game her W will be up already for her to go out.
there are countless things that experienced 
player can do to outplay enemy.
to me she is like zed. you HAVE to rush 
with MR runes, otherwise you will get one shot. even if you have MR you still will die after a bit of poke from her W and Q.
As bad as LB is, I'd rather lane against her than Zed, Yasuo, or Fizz.
She has high cds- take advantage of them. And also, most of her abilities are skillshots, so learning how to kite them is important (and yeah, it can be hard).
You'd think this as a non-leblanc player. I hate her too, she counters a lot of mid lane picks and is extremely hard to gank, but if you get to play her you'll actually see it's not all that sweet. You may be winning lane phase cause it's easy to nuke someone by facerolling on keyboard but mid-late game.. well that's something else, it takes some practice and mechanics knowledge to be useful.
As someone who plays a fair bit of LB. (Have been here since season 1)
1: Push the wave. Her CSing pre 6 is garbage, and having to blow a 25 second CD to fully wave clear MAYBE (W-R) hurts her all in potential on you for that time.
2: Play Orianna, Max E, get MR. Congrats she does NOTHING to you.
3: In the event you get counter picked, play safe. it takes a while for her to push because her clear is awful. So the minions stack up really fast on her end, let her push into your tower, clear as much as you can, repeat. It'll seem like you're far behind but so long as you can last hit under turret or have someone with decent level 3-6 wave clear you'll only be maybe 20CS down at max which isn't bad all things considered.
4: If you're not confident in the match up, try and switch rolls with someone, or in game, go top lane (Depending on the impending matchup that would be).
5: I can't stress this enough. DON'T. LET. HER. ROAM. If she's ahead of you, don't put your team in danger (Looking at you bot lane, don't worry I gotchu). Make sure that if she DOES roam, you push that wave as fast as you absolutely can making her miss 1-3 waves, and if she looks like shes going to roam, burn spells on her in a quick rotation and get out before she can react. Keeps her in that lane and she's to low to roam.

Great arguement, I completely agree. Allow me to give my thoughts.
She's got a safe laning phase due to her attack range and blink. She has a long range blink, meaning no counterplay. Her blink is on a low cooldown, meaning impossible to chase down mid game. She has extremely high damage that has no counterplay unless you have a dash and time it right. She has instant massive burst, so instant not even a Kayle could ult it. With 40% CDR and Rylai's she can triple root someone who is melee, but has to use ult (not like that matters).

LeBlanc is lane bully one of the few that arent broken. Easy to counter, easy to win against. Anyone saying shes OP or anything needs to re think their understanding of the game. I dont play her btw
