Mercy Rule/Surrender

Just an idea, for games that wind up getting incredibly fed. I wouldn't mind required number of players to call for a surrender be dropped by 1 when your team is behind by X amount. Games like this seem to drag on longer than hour long games where things seem to be dead even and it's a race against the death timers. There's always those games where 1 or 2 players are using anime comeback logic and saying

"we can still do this! I got a double and that means I can totally take on the 19/1 Zed."

...or yet, even more annoying, those who get on their high horse thinking that they are teaching other players a lesson by forcing them to play what is obviously a steamrolled and no longer fun match.

"You did this to yourself, and even though I'm going through the same thing being one shotted by a fed champion, I choose to suffer and drag you along with me!"

At first I thought it should be measured by kills... say 20 kills behind... but then figure that would be too easy to abuse. Someone could look and say, "okay we only need to be behind by 3 more kills to only need 3 votes to surrender." My point is, to implement this, you also need to take away the power to forcibly meet the conditions for it.

So what seems more appropriate is an automated message that pops up and says something like...

"You're team as a whole is currently behind in gold by X amount. Mercy surrender activated. Your team only need X amount of votes for surrender to be official."

The implication being that you need only 3 for normal 20 min surrender, and 4 for 15 min early surrender... so on and so forth accounting for games where players leave/go afk. I'm low ELO myself so I know all to well these games happen, and I figure I'm better off being able to start over sooner rather than later when I know the team as a whole has messed up early on.
