Has Riot ever considered removing the ability to surrender?

Heroes of the Storm does not give teams the option to surrender, though this is because comebacks are much more feasible. League's current state, however, is very snowbally and comebacks are usually only the result of enemy trolling or griefing (at least in pubs). But on the other hand, you end up with a lot of death threats being thrown around when people veto a surrender, or when 4/5 vote to surrender despite there being a valid chance to come back and win.

While I doubt Riot will actually remove the ability to surrender, I have to ask if they've looked at the option, and what could be the hypothetical consequences of disabling surrenders.
