Iceborn Gauntlet and Frozen Heart

Do these items really need 20% cdr? I feel like these items already fulfill their role as a defensive/damage item with their high armor, mana and passive. They both give some of the highest armor from all armor items in the game. The mana they give allows ad bruisers and juggernauts to cast more, providing more damage overall. Iceborn is an offensive choice, with extra damage and slow while Frozen Heart is more of a anti-as item. Do they really need 20% cdr after all that? Not to mention its due to the cdr that champions like can abuse this item more effectively. Also, ad bruisers that want to run find the extra 10% cdr to be wasteful.

I propose that these items have their cdr lowered to 10%. Following this should also have cdr removed or will be losing cdr when combined. In return perhaps a slightly lower recipe cost on . They will still be able to fulfill their role as a armor/mana item and bruisers dont feel bad about the 10% extra cdr. Also it will potentially lower the threat of tankko and blue ez, who abuse often. Overall these two items will still be able to fulfill their roles while opening new possible build routes and lower the abuse.
