We do have zhonyas.. What more do you need, really? It would make more sense to build GLP or RoA if you want more durability against AD burst on a mage, instead of two armor items.

I think the problem is that it would be a tank item, not a mage item. A whole lot of tanks run off of AP. A lot of actual AP Carries would rather have the damage or utility budget, than spend it on armor. A raw AP/Armor stat stick would either be useless or mandatory, and any kind of utility would probably just make tanks yet more annoying.
