Minor buff suggestion for Lissandra: Iceborn has reduced CD at higher levels

Iceborn isn't a very good passive, IMO, especially later on when it's essentially useless, only making your first spell free. If it wants to be useful in later fights, it needs to recycle faster.

The upgrade to Ice Shard was good, but it is resulting in a lot of mana burnouts because Iceborn doesn't keep pace. 85 mana every 1.8 seconds (if you get 40% CDR) is painful. Having more Iceborn uses would help a lot with that.
