Its been over 2 years since the juggernaut update which made the game much shittier and riot has not improved their balancing ever since, the game has been super unbalanced and riot has made poorly thought out balance choices and it takes them too long to fix. They need to stop sitting in their office and start actually trying to balance the game instead of trying to make top spot in esports.

You have no evidence supporting the claim that they just sit around in their office doing no work. In fact Riot actually gets a shit ton of stuff done every month.

Messed up perfectly fine jungle pre season 7 with catch up xp and krugs being tedious as fuck
Made turrets complete shit in season 6 and they still are
Changed bounty gold
Made first blood tower
Changed dragon into something worse
Theres plenty more then this

See if you want Riot to fix their shit, you should help them. Their clearly not seeing what you see, so you need to explain it. You can't just say, "y u do dis bad".
