Veigar Update: Ammo system for Dark Matter?

Given Veigar's role , niche, and theme, it would make sense if Dark Matter had a recharge ammo system (perhaps with a damage nerf when hitting the same champion with Dark Matter in less than X seconds). Dark Matter as it stands is easy to avoid, but with its damage it works like a deterrent and makes Veigar a sort of Raid Boss that creates zone control with his AOE (further enhanced with Event Horizon new theme) . While I agree with the Event Horizon's delay, I think the cooldown on Dark Matter will leave Veigar in a unfair state where he has to pump up his Baleful Strike damage through the whole game to make up for the unreliability of the Stun+Dark matter combo.

By making Dark Matter a skill with an Ammo System , Veigar would further assume the role of a Mage (damage, utility, zone control). The Combo damage can be tuned by reducing the damage successive hits of Dark Matter deal against the same target (as I previously said). It will also create a less binary enviroment where, after evading Event Horizon, you can leisurely stroll near Veigar since he only has Baleful Strike+Primordial Burst (which he usually wants to save for squishies). Of course, as with Vel'Koz ' Void Rift, the cooldown (or rather, ammo recharge) would be slightly higher than what you would expect from a similar skill, but it would work better in all stages of the game as it helps creating a more fair gameplay for both Veigar and his opponent. Now, I'm not saying that , without this, Veigar can't be fair to play. But, since it's unreliable, it will make Veigar very hit-or-miss, which isn't something that is really functional for the league (see LeBlanc): in short, when a champion is tuned so that he has kill potential if he lands a skill but he's left powerless when missing it, people tend to complain even when the winrate and overall performance is balanced, because the experience is still binary.
