Counter jungling doesn't hurt the enemy, it hurts you.

Counter jungled hard in my last game, she still out lvled me and ended up out farming me, I killed her red, wraith gromp and big golem. I always left 1 little one. this makes 0 sense. Why is the person being counter jungling not being more punished? Instead im being punished.

they coudl've taxed lanes or maybe the farmed you jungle while you farmed theres you admitted you got out farmed somehow. If it was from taxing lanes then you still hurt their team as a whole if it was from you getting counter counter jungled then you just got outplayed.

I never got counter jungled, she never even when into my jungle, i had her jungle warded up and my team had ours.

then they taxed their lanes in order to out farm you so the hurt you put on them was diffused across their team

Which would mean that having no jungler is still better overall for the team than having a jungler dedicated to the jungle alone.

So op essentially puts the opposite lanes at cs handicap by forcing their jungler to tax. However if the enemy lanes out cs by more the handicap then on the whole the enemy gets lead it just means it would've been way bigger if op hadn't out played the opposing jungle.

The only counter jungling you ever want/should do is taking blue from Amumu and Fiddle, especially stealing first one.

And yeah, counter jungling doesn't exist at this point, you get nothing out of it and might die in the process.

a friend of mine stated that if they takeme red or blue so what. He will just move to another camp, because it will take longer to go get there red or blue and he will just out level them.
