Return option to report for unskilled, and add actual ranked bans until 2 normal wins.

I really don't give a shout about toxic/flame when it's easy as clicking mute.

Of course inting and afking are the worst.

But legit, there are people that have almost no sense of the fundamentals of the game who only know one trick, that main one role with small champ pool and do well half the time when their cards are right but any deviation from their one trick(everybody got a plan til they get punched in the mouf) and they crumble into the useless noobs they are.

That is just not acceptable and should not be tolerated at any level.

I remember how bad I was and how much I improved(bronze-silver-gold and how long it took when taken seriously, and I'm still greatly improving from where I started, but this season I was placed in iron am now silver 4 but holy crap has it taken a lot of games and been very much harder than any other season...(fresh noob to season 4 I placed silver 2 -.- )

By no means am I saying everyone needs as much experience/time as I did to improve as I have, especially since the friends that got me started were also noobs, but when I read posts about and remember myself being extremely oblivious of the true path to winning matches I cringe hard thinking about how I'm now the one hard stuck with the same noobs I was.

If I was banned from ranked back then for chaining games of multiple unskilled reports(I'm assuming it happened more than a few times) and forced to win 2 normal games to be able to play ranked again, I would have the desire to take it seriously, do my homework and doubled my gains easily.

Reporting for unskilled should be player-behavior dependent, like an algorithm that grants more value to honorable player reports(2-5), and less value to the miscreants(0-1)

The unskilled report option literally did nothing. It was literally a placebo type of thing. All it accomplished was suck all the reports that were going to be meaningless to begin with to prevent people from being reported wrongly of things they didn't do. If you got banned when the unskilled report option was a thing it wasn't because of people reporting you for being unskilled.

As has been said repeatedly before, which you keep dismissing, is that Unskilled was a filler report that actually served no purpose. Making it serve a purpose would be either impossible, as everyone has a different definition of what "Unskilled" means, or it would only return to serve the same "purpose" it did before; eat up reports to accomplish nothing.

I get it, playing with people that are bad is frustrating. I deal with it all the time, especially on my EUNE alt account where I'm one-tricking Senna support. (Laetus Stargazer if you wanna look it up.) But being bad is part of the learning process for new players, and judging by where you placed (of your own admission; Iron, having to climb in a tooth-and-nail fashion just barely to Silver), you will run into a lot of new players. Keep in mind that a ranked nuke also happened just recently at the start of the season, so a lot of Ranked is hectic at the moment, what with the usual influx of fresh meat that will inevitably get ground to a pulp and dumped in Iron and putting the bads back in the low elos they deserve.

But just because someone is having a bad game is not grounds to try to justify banning them from Ranked play. Quite frankly, Ranked and Normals are only the same in the sense that football in the yard with your buddies as a kid is the same as Big 10 Football; yeah, you might play the same general game in both, but there's a massive schism between what's on the line in Normals (just another tally mark of win/loss that amounts to nothing) and for Ranked (actual LP, your rank, pretty much the "progression" of your account as a whole).

If we implemented your report option, this would not encourage people to practice before going into Ranked, it would discourage anyone from even attempting Ranked play at all. All it would take is one report after one bad game to strip you of not just the LP and MMR you lost, but your ability to play in an environment that actually takes the game semi-seriously for a solid hour. (factoring in game length of ~25m for 2 games, queue times, lobby pick/ban, etc.) This is an hour that could have been spent laddering and improving, but instead you're now forced into a patronizing kiddy pool because someone didn't like that your CS was 0.3/min behind the average for Gold. Does that sound like a fun environment to you? One where everybody is more vigilant about what mistakes are being made so they can report it than the game itself?

P.S.: Don't just blanket berate the Boards when people rightly tell you that Unskilled is a dead category and isn't coming back. That really just makes you seem like the one that lost the argument, but can't handle it. Children throw up their hands and go "Well, OBVIOUSLY they're all just really simple, because they wouldn't understand." So yes, I am saying you are behaving like a child. Stop it.

The first tip people give players looking to improve is to stick to 1 role and 2-3 champions in that role. Why are they "useless noobs" for following coaches, pros, and other high elo player's advice?

Also, people's definitions of "unskilled" vary DRASTICALLY. Some people think missing a few cs is unskilled, some people think getting outroamed in bad matchups is unskilled, etc etc. People also just like blaming and would throw these reports every game.

Unskilled players are already punished by losses, and players are already required to play to level 30 before they can start ranked games. There will always be one player in ranked who is the worst, on any scale from the worst in their lane to the worst in the history of LoL.
