@Riot: Would you ever consider making a "Siege Mode" styled ADC Champion?

While some might argue that Kog'Maw does this, it isn't quite the same as a Terran Siege Tank. Those things root to the ground, gain insane range and splash attacks, but also get a blind spot up close, meaning they must be protected from Zerglings and Zealots.

Is the idea of rooting oneself to the ground to gain insane attack range too jarring to put in League, or is it something you could explore?

Xerath. Not ADC, but does most of the rest

There are a few champions that root themselves for the duration of one of their spells, Xerath being the most similar to what you are describing, but for an ADC it would either be overpowered, worthless, or so easy to end that it might as well just be "Gains X while standing still" (which would likely still be either overpowered or worthless). ADCs rely on positioning far more than most other roles, and a rooted ADC would have to be a ridiculous distance away from the action to avoid every single bit of damage instantly focusing onto them, and with that much range they would be able to take down a turret without even being in vision unless it had quite short duration and long cooldown. For a mage or potentially even an AD caster it would be a bit more viable, though it sort of treads on Xerath's territory then. Maybe it would be better to just give Xerath a little work and change his ultimate to do a bit less per-shot and have a much slower fire rate and possibly longer travel time, but gain larger AoE and have a mana cost per-shot for as many shots as you were willing to stay rooted. Probably also a mana per second imo, and the cost per shot should probably rise exponentially like Kass's ult, but I think it could be balanced. I wouldn't mind a new champion for it though, there are probably ways to make it distinct.

But yeah, I don't think there's a good way to do it with an ADC.

KogMaw already sort of does this. Awful against fast-moving opponents capable of quickly closing the gap, amazing when he's guarding/sieging the choke-point to a base. Varus semi-does a siege thing when slowing down to gain additional range and damage on his arrow. Probably the closest you'll get to siege-tank ADC right there.

Other than that, Siege Tanks are more of the LoL style mage than they are a marksman. Marksman are usually about sustained, single-target DPS from medium range with a helping of decent mobility. Mages are usually about bursty, area-effect damage from exceptionally long range with the worst mobility of any class.

Which is why you'll find mages like Ziggs , Lux , Xerath , and Karma doing more of a siege-tank esque thing. Really now, Siege tanks shoot explosions of firey death capable of turning an entire (minion) wave of zerglings into a fine, pink mist. Doesn't get more magey than that.

Or you could look at Gragas , Galio , Maokai , and Urgot - all of which are essentially tanks that siege their opponents to death via exceptional poke. And all the awkward balancing issues that come with "tank" and "siege" being conjoined into their identity.

I would be totally okay with Koggy's W getting turned into a toggle and giving him a minimum range of, say, 200.

Xerath was like this, they reworked him to be unfun but viable. So, whatever.
