The main reason why you'd take Hail of Blades is for the extra attack speed that it grants, but Jhin takes this keystone because it is the most cheapest, disgusting way to get easy AD. He cannot use the main purpose of the keystone, so it should be banned on him. You also buffed this keystone and thus indirectly buffing Jhin.

Tbh i think the issue is not really Jhin. He does what he's supposed to. but most adcs are actually horrible atm so he seems better than he is.

Hail of blades is strong af on him but i think its stormrazor being busted what pushes him over the top.
